On March 5, 1969 President Nixon accompanied by Maurice H. Stans, Secretary of Commerce and Robert J. Brown, Special Assistant announced the creation of the Office of Minority Business Enterprise. In the Cabinet Room at the White House, President Nixon signed the Executive Order "Prescribing Arrangements for developing and Coordinating a National Program for Minority Business Enterprise.”
